Shinkyaku is not one of the Basic Sumou exercises essentially, since it's just a little stretching routine. But is performed every practice after Shiko and before Matawari.

Then while down move your right leg little bit further out and then move you center of gravity to the left side, while keeping the hips as close to the ground as possible.
Put both hands on your knees and then push the right knee and the whole leg as low as possible. Keep your back straight up and look forward, the key is to touch the ground with the whole of your leg. Don't raise your left heel, stand on the ground with the whole sole of your left foot, with the right foot, rest just on its heel. Count from one to four.
Then with the hips down, move to the right in the same way and count from 5 to 8.
Do this three times from 1 to 8.
